Wet wipes made in Vietnam: baby wipes, hand and face wipes, and surface wipes. The shelf is open, and this is the one line in the paper aisle that behaves like a cosmetic rather than like paper.
What this shelf covers
Baby wipes are the volume and they are bought on sheet count, sheet size and what is in the liquid: alcohol free, fragrance free, and the presence of any preservative are what a parent and a regulator both check. Hand and face wipes are the pocket format. Surface and disinfecting wipes are a different product with a claim attached, and that claim is regulated in most markets.

Paper aisle, cosmetic rules
A wet wipe is a wetted substrate, so it carries a formulation, a shelf life and, in many markets, a cosmetic or a biocide registration. The liquid also makes it heavier and less forgiving than dry tissue: it must not freeze and it must not sit in a hot container for months. Say the destination and the claim you need, because the registration is usually the long pole rather than the production.
