Facial tissue made in Vietnam, in cartons for the table and soft packs for the bag and the car. The shelf is open, and the format changes the freight more than the paper does.
What this shelf covers
Two formats and they load nothing alike. The box is what sits on a table or a desk, and it is rigid, so it ships a great deal of air. The soft pack is the same tissue without the box, and a pocket pack is the format that actually moves in volume across this region. Ply, sheet count and sheet size are the specification for both, and the box design is a printing decision rather than a product one.

Boxes ship air, soft packs do not
This is the clearest case on the site of packaging deciding the freight: a container of boxed tissue carries a fraction of the sheets that the same container carries in soft packs, and the difference is not marginal. If the destination is price sensitive, the soft pack is usually the honest recommendation. Say which the shelf needs and the desk will cost both so the comparison is on the table.
